  Fix garbled characters in the executable description displayed by Task Manager and Windows file properties. Windows resources are now explicitly compiled as UTF-8.

  Verified: 245 regression checks, including exact Unicode metadata validation against the compiled executable. The new check also rejects the previous affected executable.

  Use Update in the tray menu, or download the ZIP and retain your data folder and customized dictionaries.
