Adds service-scoped Push template read/list, atomic upsert and revision-guarded deletion alongside the existing Email API. Requests carry localized content and structured actions; omitted translations are retained and language removal is explicit. Fixes EF insertion when adding a new language to an existing Push definition.

Validation: 84 unit/service and 187 PostgreSQL integration tests passed, including parallel writes, invalid requests, language removal and Email preservation. Rider inspection and consistency review completed. Separate background Web launch was blocked by execution policy; no standalone browser validation claimed.

No database migration. Owner authorized delivery followed by Docker and manual Kubernetes deployment.
