Adds shared template keys with independent Email and Push editors, localized push content and action labels, previews, and two schema migrations. Explicit version 2 renders template bindings and action metadata; version 1 retains existing delivery behavior.

Validation: 84 unit/service tests and 172 PostgreSQL integration tests passed; desktop and narrow-width administration flows checked. Actual Android button handling and Invemory producer integration remain outside this delivered increment.

Delivery: verify General Checks and the existing Docker production deployment before manually updating Kubernetes.
