Documents the verified shared Notification Service deployment and recovery procedures, and adds the scoped Google API HTTPS egress policy with its refresh command.

Validation: solution build succeeded using isolated local artifacts; all 154 integration tests, 67 service tests and 54 infrastructure tests passed. No production changes were made during this delivery review.

Merge is pending: the current main VCS trigger automatically runs DeployProduction, while this delivery authorization excludes production deployment.
