Promote the reviewed cancellation handling to the branch used by the HrynCo.Common TeamCity publish job. This also carries the previously merged package metadata and README update from hrynco-common.

Validation: TeamCity general-checks build 140575 passed 45 tests on the change revision; separate review found no findings.
