Scope

Update the shared Notification Service Kubernetes runbook/package for IT-1601's normalized email template schema: migration target, runtime DML grants, idempotent sandbox catalog seed, and live upgrade/rollback guidance.

Validation

  • Python package tests: 54 passed.
  • .NET solution tests: 32 service and 117 Web integration tests passed.
  • Restored a current Kubernetes PostgreSQL custom dump into disposable PostgreSQL 17; applied the new migrator, then confirmed 37 template records and 26 usage records plus channel/template hashes remained unchanged. Repeated migrator was a no-op.
  • Executed updated grants and sandbox SQL against the restored database; sandbox seed was idempotent and check passed.
  • Independent code review reported no findings.
