feat(templates): add localized push templates and actions

Share template keys across email and push with independent editors and revisions. Render localized actions and preserve version-one delivery.

## Channel model extension — IT-1627
Email definitions now reference the shared service/key catalog. Push definitions
have independent variables and translations. Language usage/deletion includes both
channels. See [channel template model](channel-template-model.md) for migration,
compatibility behavior, rollout restrictions and the implemented administration UI.
The catalog is now Templates with independent Email/Push columns. Each editor has
channel navigation and retains its own language tabs, variables and save action.
