Scope

Include a concise package README in HrynCo.DAL.Abstract and HrynCo.DAL.EF .nupkg files so NuGet displays package guidance and dotnet pack no longer warns about a missing readme. Keep runtime code unchanged.

Acceptance criteria

  • Both packages contain a README and declare it through PackageReadmeFile.
  • dotnet pack completes without the missing-readme warning.
  • Delivery follows feature to development PR, then development to main PR and automatic TeamCity publish.

Requested during IT-1588 delivery; this packaging change is separate from the transaction fix.
